The Department of Legal Metrology, Delhi, on August 24, 2026, issued the Draft Delhi Legal Metrology (Government Approved Test Centre) Rules, 2026, providing a framework for approval and functioning of Government Approved Test Centres (GATCs) for verification of specified weights and measures.
The following has been stated:
Eligible entities, including NABL-accredited laboratories, Regional Reference Standard Laboratories, National Test House laboratories and government-approved laboratories, can apply to the Controller, Legal Metrology, with an approval fee of ₹2.50 lakh per weight or measure per year.
Initial approval will be valid for one calendar year, with renewal permitted for up to five years at a time subject to compliance. Centres must maintain prescribed testing infrastructure, qualified personnel with at least three years' legal metrology experience, verification records for five years, and submit quarterly and annual reports.
The rules prescribe verification, stamping and certification requirements, including a GNCTD identification mark, and provide for inspection, suspension and revocation of approval, with penalties of up to ₹1 lakh for restoration following suspension. Low-risk commercial weights and measures may be covered through self-certification, while other risk categories require verification by an approved test centre or Department laboratory.
